ABOUT US



Vigilance Department in Air India (IC) has been functioning since 1969, primarily for initiating appropriate steps for curbing corruption and malpractice in the organization. An IPS Officer of the rank of Inspector General of Police on deputation, is heading the Department and designated as Chief Vigilance Officer(CVO). Vigilance Department diversified its activities and a full-fledged Fraud Prevention Unit was created in March 2000 under the direct control of CVO to deal with cases of ticket fraud, smuggling and other specialized crimes committed against Air India (IC).

SET UP


Chief Vigilance Officer is assisted by a General Manager (Vigilance) at Headquarters and two officers of the level of Manager/Deputy Manager (Vigilance). Vigilance Units in the regions are headed by Senior Manager/Manager and located at Chennai, Delhi, Kolkata & Mumbai.


FUNCTIONS OF VIGILANCE DEPARTMENT

  • Investigation of complaints having vigilance angle against all categories of employees/travel agents/handling agencies and monitor progress of action
  • Study and examine the systems & procedures followed in various departments, identify the corruption prone areas and suggest remedial measures
  • Make an assessment of the scope and modes of corruption and malpractice
  • Draw and ensure implementation of the Action Plan on anti-corruption measures. Organize and conduct surprise checks in sensitive & corruption prone areas
  • Draw list of employees of doubtful integrity and Agreed List
  • Organize Vigilance Awareness and Fraud Prevention Programmes
  • Implementation of guidelines issued by the Central Vigilance Commission (http://cvc.nic.in) as contained in the Vigilance Manual, Special Chapter on Vigilance Management in PSUs and amendments/circulars received from the Government from time to time

FUNCTIONS OF FRAUD PREVENTION UNIT

  • Investigation of all smuggling activities involving Air India (IC) aircraft and employees
  • Investigation & detection of all types of fraud relating to Cash Value Documents such as tickets, interline documents, misuse of concessional tickets etc
  • Investigate all cases of Credit Card Fraud
  • Detect fictitious bookings by Agents including CRS (Computerized Reservation Systems) and take appropriate steps
  • Maintain a dossier of fraudsters and record of all types of fraud committed against Air India (IC) including details of employees and outside agencies involved
  • Revenue protection measures against fraud

PUBLICATIONS

  • Booklet on Vigilance Awareness - Various topics such as Types of Vigilance, Role of Vigilance, Sensitive areas prone to malpractice & fraud in Air India (IC), DO's and DON'Ts have been covered in the booklet for reference by employees at various levels.
  • Booklet on Initiative for Fraud Prevention in Air India (IC) - Booklet gives information about an Airline Fraud, extent of Fraud in the Aviation Industry, Types of major frauds in Air India (IC), weaknesses in existing system, evolving a Fraud Prevention mechanism etc.
  • Handbook to detect Ticket Fraud - Manager, Revenue Protection Services - IATA (International Air Transport Association, Geneva) in his preface described the publication as an essential tool for detection of airline ticket fraud. Details of IATA Standard Traffic Documents, their mandatory security features and photographs of fraudulent documents with profile points, have been covered to aid the front line staff in detecting fraudulent traffic documents.

TIPS FOR LODGING COMPLAINTS

Central Vigilance Commission vide instructions dated 29th June 1999 directed that no action should at all be taken on any anonymous or pseudonymous complaint. Complainants are, therefore, requested to keep the following points in view while lodging complaints, to ensure fair and speedy investigation
  • Please indicate your full name and contact address with telephone numbers (office/residential), e-mail identification, if available.
  • Furnish complete details of incident involving corrupt official/department/travel agent/handling agency with verifiable facts and substantial evidence in support of allegation
  • Complaint should be factual and specific. As far as possible, furnish details about date, time and place of occurrence with particulars of witnesses, if any.
